The general system of night passes in Chongthing for the Chinese is a Police regulation which, the Magistrate assure me, has worked well, and which as far as my brief experience of the colony enables me to judge, causes no unnecessary disturbing. In this instance, however, which I referred to the Attorney General for information as to what the local law might be construed as affecting this Imperial Majesty's Gunboats and officers, to whom it is to be presumed certain privileges nationally accrue.

In the enclosed copy of the official Minutes relating to the case, Your Lordship will see that the Attorney General is of opinion that such officers require night- passes in the same way as Spanish officers in Gibraltar, but that I may give instructions to have special passes issued without application in similar cases.
4. I should be glad to know whether Your Lordship thinks special passes might be issued without any formal applications.
